The Highly Skilled Migrant (HSM)
The Highly Skilled Migrant (HSM) procedure is for non-EU employees recruited from abroad and who have signed a local (Dutch) contract. Your company has to be a recognized sponsor to use this procedure.


The Intra Corporate Transferee (ICT)
The Intra Corporate Transferee (ICT) Directive permit is for non-EU managers, specialists, or trainees transferred to the Netherlands on a temporary assignment while remaining employed by a company outside of the EU. Although a recognized sponsorship offers a time advantage, your company can do without.
EU Blue Card
The EU Blue Card is a residence permit issued for highly qualified employment of third-country nationals in the European Union, designed to make Europe a more attractive destination for professionals from outside the European Union. A recognized sponsorship is not mandatory for EU Blue Card applications, yet does speed the process up.


Posted workers
The Posted Worker directive applies to an employee from a company in another EU member state, another country within the European Economic Area (EEA) or Switzerland and is being posted to a company in the Netherlands. Should the employee be hired on local Dutch payroll, this regulation is not applicable.
Work permit
When hiring a non-EU as a company the assignee is most likely required to hold (or request) a work permit. This work permit is part of the highly skilled migrant or ICT permit schema, though, in some situations, a separate work permit is mandatory.
